LCA Registered Legionella Risk Assessment Services Across the UK

The risk assessment is the first and most important part of any water management policy. It identifies where Legionella risks exist in your systems and provides the information needed to develop a written scheme of control, monitoring regime and remedial action plan.

The Testing Lab PLC (TTL) provides competent Legionella risk assessments for a wide range of buildings and water systems, helping dutyholders demonstrate compliance with HSE ACOP L8, HSG274 and BS 8580-1. Our team is LCA registered and experienced in complex, multi-site portfolios as well as individual premises.

Comprehensive Legionella risk assessments for water systems

Our risk assessments are designed to give you a clear, practical view of:

  • Where Legionella bacteria could grow or spread in your systems

  • How likely it is that people could be exposed

  • What controls are already in place – and whether they are adequate

  • What needs to change to reduce risk to an acceptable level

The assessment forms the foundation of your water safety / Legionella management plan and underpins all future monitoring, maintenance and record-keeping.

Why you need a Legionella risk assessment

UK health and safety law requires employers, landlords and those in control of premises to assess and control the risk from Legionella bacteria in water systems.

A suitable and sufficient Legionella risk assessment will help you:

  • Meet your legal duties as a dutyholder or landlord

  • Protect staff, residents, patients, visitors and contractors

  • Prioritise remedial works and investment

  • Avoid enforcement action, reputational damage and unnecessary disruption

Without a current assessment, it is almost impossible to know whether your existing controls are adequate – or whether you are leaving people at risk.

What our Legionella risk assessments cover

Our approach builds on the structure already outlined on your existing page, but with more detail and clarity:

  • 1. Occupant vulnerability

We first determine the vulnerability of the people who may be exposed to Legionella – for example:

    • Residents in care homes or sheltered accommodation

    • Hospital patients or healthcare service users

    • Office staff, students, visitors or the general public

Understanding vulnerability helps us set appropriate control measures, monitoring frequencies and review periods.

    2. Duties and responsibilities

    We clearly document:

    • The dutyholder (e.g. employer, landlord, managing agent, board)

    • The appointed responsible person and any deputies

    • Key contacts and lines of communication

This ensures there is no ambiguity about who is accountable for managing Legionella risks and who regulators should speak to if problems arise.

  • 3. Detailed survey of systems and assets

We then carry out a site survey of all relevant water systems and assets, taking into account:

    • Current drawings and any previous risk assessments

    • The contents of the water log book and existing records

    • How systems are actually used day-to-day

Each asset is assessed individually and assigned a risk rating. The assessment considers factors such as:

    • System design, configuration and condition

    • Water temperatures and flow patterns

    • Presence of storage, dead legs and low-use outlets

    • Cleaning and disinfection regimes

    • Existing treatment and monitoring arrangements

The result is a comprehensive asset list and risk register that becomes the main body of your risk assessment.

Our Legionella risk assessment process

We follow a clear, step-by-step process:

  • 1. Pre-survey review

    • Gather background information (building use, occupancy, previous reports)

    • Review existing policies, procedures and schematic drawings

    • Agree scope (buildings, systems, operational constraints)

    2. Site survey

    • Physical inspection of hot and cold water services and other risk systems

    • Temperature measurements and operational checks

    • Identification of non-compliances and improvement opportunities

    • Discussion with on-site personnel about current practices

    3. Risk evaluation and recommendations

    • Evaluate the likelihood and potential impact of exposure

    • Prioritise issues by risk level

    • Provide clear, actionable recommendations for control, including:

      • Design changes and remedial works

      • Flushing regimes and outlet management

      • Temperature control and monitoring points

      • Cleaning and disinfection schedules

      • Record-keeping and training

  • 4. Report, schematic and written scheme

You receive a report that typically includes:

    • Executive summary and priority actions

    • Description of the systems and buildings assessed

    • Asset-by-asset risk assessment and control measures

    • Updated schematic diagrams for key water systems

    • Recommendations for a written scheme of control, monitoring regime and review frequency

    5. Ongoing support

We can then support you with:

    • Routine monitoring and sampling programmes

    • Temperature checks and inspections

    • Remedial works and disinfection

    • Periodic review and update of the risk assessment

Types of systems we assess

We provide Legionella risk assessments for:

  • Domestic hot and cold water systems (not limited to dwellings – includes any building’s hot and cold services)

  • Cooling towers and evaporative condensers

  • Closed circuit and process water systems

  • Healthcare and high-risk environments (hospitals, clinics, care homes, dental practices)

  • Spa pools, hydrotherapy and other specialist systems as required

Each system is assessed in line with the relevant parts of HSG274 and best practice guidance.

Frequently asked questions about Legionella risk assessments

  • Is a Legionella risk assessment a legal requirement?
Yes. Health and safety law requires dutyholders, including employers and landlords, to assess and control the risk from Legionella in water systems. A suitable and sufficient risk assessment is the starting point for compliance.

  • How often should a Legionella risk assessment be reviewed?
There is no fixed time limit, but it should be reviewed regularly and whenever there is reason to suspect it is no longer valid – for example, system changes, building refurbishments, changes in use/occupancy or after an incident.

  • Do landlords need Legionella risk assessments for rental properties?
Yes. Landlords must assess and control the risk of Legionella in rental properties. For many low-risk domestic properties this may be a straightforward assessment, but it still needs to be documented and kept under review.

  • Do landlords need Legionella risk assessments for rental properties?
Yes. Landlords must assess and control the risk of Legionella in rental properties. For many low-risk domestic properties this may be a straightforward assessment, but it still needs to be documented and kept under review.

  • Can I do my own Legionella risk assessment?
In simple, low-risk settings a competent person within the organisation may be able to carry out the assessment. However, many systems and premises benefit from an assessment by a specialist with suitable training, experience and independence – particularly higher-risk or complex sites.

TTL have been working directly as my analyst for the last 12 months on a very complex asbestos removal scheme, they have achieved all of their KPI’s without fail and on a number of occasions surpassed their SLA in acting for us on planning issues associated with the demolition in regard to contamination which cannot be removed as part of the normal sequence of operation.

There reports are always issued within timescales and they have policed the reports by the Licensed asbestos contractor faultlessly sometimes in very difficult circumstances.
