What is asbestos removal?
Asbestos removal is the process of safely stripping out or repairing asbestos-containing materials (ACMs) where they present an unacceptable risk, or where they will be disturbed by maintenance, refurbishment or demolition work.
Depending on the material type and condition, asbestos removal might involve:

Carefully stripping and packaging ACMs for disposal as hazardous waste

Encapsulation or repair (e.g. sealing, over-cladding) to prevent fibre release

Partial removal combined with long-term management and monitoring
Most higher-risk asbestos removal work (such as work on asbestos insulation, coatings and many asbestos insulating board tasks) must be carried out by a licensed asbestos contractor.
When does asbestos need to be removed?
Under the duty to manage asbestos in Regulation 4 of the Control of Asbestos Regulations 2012, dutyholders must identify ACMs, assess the risk and decide whether to manage in situ or remove/remediate.
Removal is typically required when:

ACMs are damaged, friable or deteriorating, and cannot be safely encapsulated

Planned refurbishment or demolition will disturb ACMs

ACMs are located in high-traffic or high-impact areas where accidental damage is likely

Risk assessments show that ongoing management in situ is no longer appropriate
In other situations, ACMs in good condition may be safely managed in place with a robust management plan, labelling, regular re-inspections and controls on any work which could disturb them.
