What is a water management policy?

A water management policy (often called a written scheme of control) is the documented plan that explains how you will control the risk from Legionella and maintain safe water systems.

It typically:

  • Summarises your duties and responsibilities

  • Describes your water systems and assets

  • Sets out the control measures in place

  • Specifies monitoring, inspection and maintenance tasks

  • Defines record-keeping and review arrangements

In practice, it becomes the day-to-day manual that your responsible person and maintenance teams use to keep your controls on track.

Why you need a written scheme of control

UK health and safety guidance expects dutyholders with identified Legionella risks to have a documented scheme of control. Without one, it is difficult to prove that:

  • You have thought through how to prevent and control risk

  • Responsibilities are clearly allocated and understood

  • Monitoring and maintenance are being carried out consistently

  • Findings and remedial actions are properly recorded and reviewed

A good water management policy helps you:

  • Demonstrate compliance with ACOP L8 / HSG274 expectations

What our water management policies include

Each policy is built around your Legionella risk assessment and the actual water systems on your site. Typical content includes:

  • 1. Roles, responsibilities and communication

    • Identification of the dutyholder and responsible person(s)

    • Roles of maintenance teams, contractors and management

    • Reporting lines and communication routes for issues and incidents

    2. System description and asset register

    • Overview of your hot and cold water services and any other risk systems

    • Key assets such as tanks, calorifiers, cylinders, softeners, pumps and outlets

    • Schematic diagrams or references to drawings where available

    3. Control measures

    Clear explanation of the control strategy, such as:

    • Temperature control (storage and distribution set-points)

    • Flushing regimes for little-used outlets and dead legs

    • Cleaning and disinfection of tanks, calorifiers and showers

    • Water treatment where applicable (e.g. softening, chemical dosing, filtration)

  • 4. Monitoring and inspections

    A structured schedule that sets out:

    • What checks must be done (temperatures, inspections, sampling where applicable)

    • How often each check is required

    • Who is responsible for carrying it out

    • What action to take if results are out of range

    5. Record-keeping and documentation

    Guidance on:

    • How to record routine checks and findings

    • How long records should be kept

    • How to file and access reports, certificates and logs

    6. Review and update

    Arrangements for:

    • Regular review of the policy and risk assessment

    • Updates after changes to systems, building use or occupancy

    • Learning from incidents, near misses or audit findings

Frequently asked questions about water management policies

  • Is a water management policy the same as a Legionella risk assessment?
    No. The risk assessment identifies and evaluates the risks; the water management policy (written scheme of control) sets out how you will control those risks on an ongoing basis.

  • Do all sites need a water management policy?
    If your risk assessment identifies a reasonably foreseeable risk from Legionella, you should have a documented scheme of control for the systems concerned. Even in relatively simple, low-risk systems, a brief written policy is useful to clarify responsibilities and checks.

  • How often should the policy be reviewed?
    It should be reviewed regularly and whenever circumstances change – for example, changes in building use, occupancy, water systems, control measures or after any incident or audit finding.

  • Can our own staff follow the policy, or do we need a contractor?
    Many sites use a mix of both. The key is that tasks are allocated to competent people and that responsibilities and limits of competence are clear. We can help you decide what should be done in-house and what is better outsourced.

  • We already have a policy – can you review and update it?
