What is asbestos removal?

Asbestos removal is the process of safely stripping out or repairing asbestos-containing materials (ACMs) where they present an unacceptable risk, or where they will be disturbed by maintenance, refurbishment or demolition work.

Depending on the material type and condition, asbestos removal might involve:

  • Carefully stripping and packaging ACMs for disposal as hazardous waste

  • Encapsulation or repair (e.g. sealing, over-cladding) to prevent fibre release

  • Partial removal combined with long-term management and monitoring

Most higher-risk asbestos removal work (such as work on asbestos insulation, coatings and many asbestos insulating board tasks) must be carried out by a licensed asbestos contractor.

When does asbestos need to be removed?

Under the duty to manage asbestos in Regulation 4 of the Control of Asbestos Regulations 2012, dutyholders must identify ACMs, assess the risk and decide whether to manage in situ or remove/remediate.

Removal is typically required when:

  • ACMs are damaged, friable or deteriorating, and cannot be safely encapsulated

  • Planned refurbishment or demolition will disturb ACMs

  • ACMs are located in high-traffic or high-impact areas where accidental damage is likely

  • Risk assessments show that ongoing management in situ is no longer appropriate

In other situations, ACMs in good condition may be safely managed in place with a robust management plan, labelling, regular re-inspections and controls on any work which could disturb them.

Licensed, notifiable non-licensed and non-licensed asbestos work

HSE guidance divides asbestos work into three broad categories:

  • 1. Licensable work
    Higher-risk work that must be carried out by an HSE-licensed asbestos contractor, for example:

    • Most removal or repair of asbestos insulation/lagging

    • Work on many types of asbestos insulating board (AIB)

    • Work on sprayed coatings

    This work must be notified to the enforcing authority and undertaken using stringent control measures in line with HSG247 – Asbestos: The licensed contractors’ guide.

    2. Notifiable non-licensed work (NNLW)
    Lower-risk tasks that do not require a licence, but do require notification, health records and sometimes medical surveillance – for example certain removal of textured coatings or asbestos cement under particular conditions.

  • 3. Non-licensed work
    Minor, lower-risk tasks where exposure is sporadic and low and the material is in good condition, provided that appropriate controls are used. Asbestos Essentials (HSG210) sets out good practice task sheets for this type of work.

    • Tendering, monitoring and auditing of licensed asbestos contractors where required.

  • 4. Site attendance & project oversight

    • Attendance during critical stages of removal as required.

    5. Air monitoring & 4-stage clearances

    • UKAS accredited air monitoring and 4-stage clearance testing (background, leak, reassurance, personal and clearance) in line with HSG248 – Asbestos: The Analysts’ Guide.

    • Issue of Certificates of Reoccupation following successful clearance.

    6. Waste management & documentation

    • Arrangements with licensed waste carriers and disposal facilities for asbestos hazardous waste.

    • Provision of documentation and records to support compliance and future audits.

Frequently asked questions about asbestos removal

  • Do all asbestos materials have to be removed?
    No. HSE recognises that many ACMs can be safely managed in situ if they are in good condition and unlikely to be disturbed, provided there is a robust management plan. Removal is typically required where ACMs are damaged, high-risk or will be disturbed by planned works.

  • When do I need a licensed asbestos removal contractor?
    Higher-risk work, such as most work on asbestos insulation, coatings and many AIB tasks, must be carried out by an HSE-licensed contractor. HSE guidance sets out the criteria for licensable work; we can help you interpret this for your specific project.

  • What is notifiable non-licensed work (NNLW)?
    NNLW covers certain lower-risk tasks that do not require a licence, but do require notification to the enforcing authority and additional controls, including health records and in some cases medical surveillance. Examples include some removal of textured coatings or asbestos cement, depending on how the work is done.

  • How do I know if asbestos should be removed before refurbishment?
    Regulation 5 of the Control of Asbestos Regulations 2012 requires employers to identify whether asbestos is present before any work liable to disturb it is carried out. In practice, this means arranging an appropriate refurbishment asbestos survey, then using the results to plan removal or other controls before work starts.

  • What documentation will I receive after removal?
    Depending on the scope of work, you can expect waste consignment notes, air monitoring results, Certificates of Reoccupation (where four-stage clearance is required) and updated asbestos registers/management plans. We ensure documentation is complete and clearly organised for your compliance records.
