Re-inspection surveys are a key part of your duty to manage asbestos under the Control of Asbestos Regulations 2012, helping you keep your asbestos register and management plan up to date and fit for purpose.

What is an asbestos re-inspection survey?

An asbestos re-inspection survey is a focused assessment that revisits previously identified or presumed asbestos-containing materials (ACMs) in your building.

The main aims are to:

  • Check the current condition of each ACM

  • Identify any damage, deterioration or disturbance since the last survey

  • Review and update material and priority risk assessments

  • Update your asbestos register and asbestos management plan with current information

Unlike a full management or refurbishment/demolition survey, a re-inspection survey:

  • Is based on your existing asbestos survey (management or R&D)

  • Is typically visual and non-intrusive, focusing on known or presumed ACMs

  • Does not normally involve new sampling unless changes are observed or areas were previously inaccessible

Do I need an asbestos re-inspection?

You are likely to require asbestos re-inspection surveys if:

  • You are a dutyholder under Regulation 4 of the Control of Asbestos Regulations 2012 (e.g. building owner, landlord, facilities or estates manager, person responsible for maintenance of non-domestic premises or common areas).

  • A previous asbestos management survey or refurbishment/demolition survey has identified or presumed ACMs in your building.

  • You need to demonstrate that your asbestos register and management plan are live documents, actively monitored and reviewed.

  • There have been changes to the use, occupancy or layout of the building, or recent maintenance/refurbishment works.

Regular re-inspections help you:

  • Show compliance with your legal duty to manage asbestos

  • Spot changes in ACM condition before they create a risk

  • Prioritise any remedial works (encapsulation, repair or removal)

  • Provide accurate information to contractors, staff and building users

If you do not have an up-to-date asbestos survey or register, you may need a full asbestos management survey before a re-inspection programme can be set up.

How often should asbestos be re-inspected?

HSE guidance and the Approved Code of Practice for the Control of Asbestos Regulations 2012 state that the asbestos management plan, including records and drawings, should be reviewed at least every 12 months, and sooner if there are changes to the building or the condition of ACMs.

In practice this means:

  • Many dutyholders schedule annual asbestos re-inspection surveys.

  • Higher-risk environments (e.g. schools, industrial plants, busy public buildings) may require more frequent checks.

  • Lower-risk or low-occupancy areas may be inspected less frequently, subject to risk assessment and clear justification.

Frequently asked questions about asbestos re-inspection surveys

  • What’s the difference between a re-inspection survey and a management survey?
    A management survey is the initial, more comprehensive survey used to locate ACMs across the building and create an asbestos register and management plan. A re-inspection survey revisits those identified or presumed ACMs at set intervals to check their condition and update the register and risk assessments.

  • Is an asbestos re-inspection a legal requirement?
    The law requires you to manage asbestos in non-domestic premises under Regulation 4 of the Control of Asbestos Regulations 2012, including keeping your asbestos register and management plan up to date and monitoring ACM condition. Regular asbestos re-inspection surveys are the recognised way to demonstrate that this legal duty is being met.

  • How often should asbestos be re-inspected?
    Most dutyholders carry out re-inspection surveys annually as a minimum. The Approved Code of Practice states that the management plan (including records and drawings) should be reviewed at least every 12 months and whenever there are significant changes. Higher-risk buildings or materials may justify more frequent checks; lower-risk areas may justify longer intervals based on risk assessment.

  • Will the re-inspection survey disrupt normal activities?
    Re-inspection surveys are generally low-impact and non-intrusive, focusing on visual checks of known ACMs. Some areas may need temporary access restrictions while inspections are carried out, but we will plan this around your operations wherever possible.

  • What if the re-inspection finds damaged asbestos?
    If we identify damage, deterioration or an increased risk, we will highlight this clearly in the report with priority actions. Depending on the situation, this might include encapsulation or repair, restricted access, enhanced monitoring or removal by a licensed contractor.
