What is an asbestos management survey?

An asbestos management survey is the standard survey used to locate, as far as reasonably practicable, the presence and extent of any suspect asbestos-containing materials (ACMs) in a building which could be damaged or disturbed during normal occupation, including foreseeable maintenance and installation works.

The survey aims to:

  • Identify suspect ACMs and their location

  • Assess their condition and potential for disturbance

  • Provide information to help you create an asbestos register and asbestos management plan

Management surveys normally involve minor intrusive work and some disturbance, depending on what is reasonably practicable for the individual property. Surveys may use a combination of sampling and “presuming” materials where appropriate.

Do I need an asbestos management survey?

You are likely to need an asbestos management survey if:

  • You are a dutyholder under the Control of Asbestos Regulations 2012 – for example a building owner, landlord, facilities manager or person responsible for maintenance of non-domestic premises

  • Your building was built before 2000 and is used as a workplace or has common areas (flats, communal corridors, plant rooms, etc.)

  • You do not have an up-to-date asbestos register or are unsure what ACMs may be present

  • You are planning ongoing maintenance, minor refurbishment or installation works and need to ensure ACMs will not be disturbed

A management survey helps you ensure that ACMs in situ are safely managed so that:

  • Nobody is harmed by the continued presence of asbestos; and

  • Nobody accidentally disturbs ACMs during normal occupation and use of the building.

If you are planning major refurbishment or demolition, you will usually require a more intrusive refurbishment or demolition (R&D) asbestos survey rather than a management survey. (We can advise on and arrange this service as well.)

We provide a clear, structured approach from enquiry to final report:

  • 1. Initial consultation
    We discuss your building, its use and any planned works to determine the correct survey type (management survey vs refurbishment/demolition survey) and scope.

    2. Survey planning
    Our team prepares a survey plan including areas to be inspected, access requirements and any specific site considerations, ensuring compliance with HSE guidance (HSG264 – Asbestos: The Survey Guide).

    3. Site survey
    A qualified surveyor attends site to:

    • Inspect all reasonably accessible areas

    • Identify suspect asbestos-containing materials

    • Take representative samples where required

    • Record condition, accessibility and potential for disturbance

    Minor intrusive inspection may be required (e.g. accessing ceiling voids, behind riser doors or within service ducts).

  • 4. Analysis & risk assessment
    Samples are analysed in our UKAS accredited laboratory. We then assess:

    • Material risk (type, condition, surface treatment, etc.)

    • Priority risk (likelihood of disturbance)

    • Combined risk scores to help you prioritise actions

    5. Asbestos register & management recommendations
    Your report will include:

    • A clear asbestos register with annotated plans where applicable

    • Photographic records of ACMs

    • Risk ratings and suggested priority actions

Frequently asked questions about asbestos management surveys

  • What is the difference between a management survey and a refurbishment/demolition survey?
    A management survey is designed to locate ACMs that could be disturbed during normal occupation and routine maintenance. A refurbishment/demolition survey is more intrusive and destructive, used before major refurbishment or demolition to identify all ACMs in the area of the works.

  • How often should an asbestos management survey be reviewed?
    The survey itself is a snapshot in time. HSE expects dutyholders to review the asbestos register and management plan regularly, usually annually or whenever there are changes to the building structure, usage or condition of ACMs.

  • Will the survey disrupt normal activities?
    Management surveys typically involve minimal disruption, but some areas may require access out of hours or temporary exclusion while sampling is carried out. We’ll agree this with you during survey planning.
